Coming up in Committee: Five Bills to be Heard by the RI General Assembly, January 20 – January 22

1. H5054: Creates a Joint Committee of the Repealer within the legislature, composed of six members from both houses, to “compile suggestions for repeal of statutes, regulations, and executive orders received from citizens, businesses, and government agencies”. (H Judiciary; Tue, Jan 20)

2. H5051: “Neither the state of Rhode Island, nor its political subdivisions, shall engage in surveillance on any public ways of the state or its political subdivisions”. The bill then adds a list of six exceptions, the first of which is that the prohibition doesn’t apply where surveillance “is specifically authorized by statute”. (H Judiciary; Tue, Jan 20)

3. H5046: Prohibits health insurers from limiting a healthcare provider to a more limited scope of activities than allowed by the provider’s license; this section of the law is in addition to changes in the regulation of “certified registered nurse anesthetists”. (H Health, Education and Welfare; Wed, Jan 21)

4. H5016: Changes qualifications for the director of the Department of Children Youth and Families away from criteria based on “child welfare and/or children’s mental health, and/or juvenile justice”, to criteria based on “public administration”. (H Health, Education and Welfare; Wed, Jan 21)

5. H5100: Provides an exception to the ban on “latch-open device” gasoline pumps, for “stage II vapor recovery nozzles that will only operate when the bellows assembly is compressed into the automobile fill pipe and will automatically shut off if the nozzle is removed from the fill pipe”. (H Corporations; Tue, Jan 20)

Also, note that with a new gubernatorial administration coming in, there are a number of Senate confirmation hearings this week: Director of the Division of Elderly Affairs, Director of the Department of Public Safety, Director of the Department of Environmental Management, Director of the Department of Corrections.

Inobvious priorities: H5040: Allows retail gasoline sellers to sell used cars, under the condition that they “display for sale of no more than two (2) vehicles at any one time”.

Local Impact: Coventry 2, Jamestown, North Smithfield 2 3 4 5.
