Some of us find it difficult to reconcile state employees not being subordinates of the Governor, with the statement in the State Constitution that "the chief executive power of this state shall be vested in a governor". …but not recognizing an elected official as the true, operational head of the executive branch is a part of an unhealthy trend in the US, where the bureaucracy is regarded as its own branch of government, outside of direct control of elected authority. /soapbox.
