      Look at the bills. They’re for things that ought to be budgeted as regular maintenance.

        Really? Here’s the three largest totaling $71M, or 2/3’s of the total:

        ” CONSTRUCTION, RENOVATION, IMPROVEMENT,
        ALTERATION, REPAIR, FURNISHING AND EQUIPPING OF SCHOOLS AND SCHOOL
        FACILITIES THROUGHOUT THE CITY”

        “COMPREHENSIVE DESIGN, CONSTRUCTION, REPAIR, REHABILITATION AND IMPROVEMENT OF STREETS AND SIDEWALKS IN THE CITY, INCLUDING, BUT NOT LIMITED TO, PAVING, DRAINAGE, TRAFFIC CONTROL DEVICES, SAFETY IMPROVEMENTS AND LANDSCAPING”

        ” CONSTRUCTION, RENOVATION, IMPROVEMENT,
        ALTERATION, REPAIR, FURNISHING AND EQUIPPING OF SCHOOLS AND SCHOOL FACILITIES THROUGHOUT THE CITY, TO FUND THE CAPITAL IMPROVEMENT PROGRAM”

        That’s “regular maintenance” in your opinion?
